The Software Development Manager will lead a team of multi-talented and motivated software engineers in designing and developing a new product on a state-of-the-art Learning Management System. The Technical Project Manager is responsible for all project-specific technical aspects of the educational product software development, including management of technical developers, technical vendor relationships, and a relationship with the Kaplan Technical Operations group. The Technology Project Manager reports to the Executive Director, Technology.

Responsibilities:
•Serve as key strategic member of the Kaplan software development team, providing direction on technical matters, as well as general strategic issues.
•Manage Kaplan technical employees.
•Engage and manage outside technical development vendors.
•Create technical development resource and work plans per project budget and schedule constraints.
•Estimate accurately the level of effort for programming tasks
•Develop and acquire business approval of functional and technical requirements, wireframes and design documents as needed.
•Develop requirements for development, QA and production environments, including aspects such as workstations, operating systems, servers, content and source code management, security, bandwidth, LAN & WAN connectivity, FTP sites, web-based workflow and collaboration sites, etc.
•Develop budget and infrastructure designs based on development and QA requirements.
•Attend outside vendor training.
•Other tasks as needed.
Required Skills:
•Excellent background and skills in enterprise platform-level technical development utilizing Java, Web-services, MySQL, Linux, and associated utilities, as well as web-page design and Flash presentation systems.
•Experience with Spring, Hibernate and at least two Java MVC frameworks.
•Can explain the difference between SOAP and REST based web-services
•Bachelors Degree in a Technical Field, with 4 years minimum experience in the field.
•Experience in technical management, especially in the utilization of geographically distributed onshore and offshore teams.
•Skills in schedule, budget, and resource management development and tracking.
•Experience with content-heavy systems and CMS implementations.
•Experience with PHP or Ruby is desired.
•Experience developing educational software is highly desired.
